I've had the issue of soldiers not appearing on 3 successive forts, and each time I did the above everything ran as it should have. Travel back to the required fort's quest marker. Return to Legate Rikke and speak to her (you may have to do this several times until the "reporting for duty" option appears) to get the quest.Ĥ. Travel to the designated fort, approach the Stormcloak soldiers within and hang around until they become hostile.then run away until you are undetected.
Before talking to Legate Rikke, find out the fort that she will send you to (you will have to talk to her to locate the fort she will send you to, then reload to before you talk to her for the quest proper)Ģ. Can't guarantee that it will work for you but it *seems* to do the trick for me:ġ.
